The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:
The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labelled on a map of the City of Ellinwood for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

14-202. Vehicle parking, trailer parking and recreational vehicle parking on public streets and rights-of-way.
(a) Except as hereafter provided, it shall be unlawful for any person to park any truck, trailer, or recreational vehicle as defined in the Standard Traffic Ordinance upon any street, avenue, alley, or public right of way within the city limits of Ellinwood, Kansas.
(b) Any trailer that is attached to an operable vehicle shall be allowed to remain on a street one (1) time within a seven (7) day period for no more than 24 hours each time.
(c) No vehicle, trailer, farm equipment, or semitrailer of any kind, or parts of the same, shall be stored or parked between the property line or sidewalk and the curb line or unimproved edge of any street.
(d) Any vehicle used in conjunction with an on-going work site shall be exempt from these provisions while work is actively being performed at the site.
(e) Trailers parked in alleys shall be allowed so long as the trailer is not impeding traffic, creating a safety hazard, or interfering with the operation and maintenance of utilities as determined solely by the Ellinwood Police Department, Ellinwood utilities, or emergency services. Any trailer determined to be impeding traffic, creating a safety hazard, or interfering with the operation or maintenance of utilities or maintenance of the alley shall be ordered to be removed immediately.
(f) This section shall not apply to any truck actively loading or unloading at a residence or business establishment.

(a) It shall be unlawful for any person, firm, corporation, or other entity, including property owners and/or tenants, to park or allow to stand any truck or truck-tractor, with a gross weight rating in excess of twenty-four thousand (24,000) pounds, to be parked on any lot in an area zoned residential, including R-1, R-2, and R-3. This prohibition shall include any driveway or approved parking area on the residential lot without exception.
(b) Gross vehicle rating means the maximum weight of a vehicle and the load it is designed to carry as designated by the manufacturer of such vehicle. Such rating is usually found on a plate attached by the manufacturer to the door frame on the driver’s side of the vehicle.
(c) Truck means every motor vehicle designated, used, or maintained primarily for the transportation of property.
(d) Truck-tractor (also known as semi-tractor) means every motor vehicle designed and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
(e) The prohibitions contained herein shall not apply to the operation of emergency vehicles, maintenance and construction trucks engaged in any repair, maintenance or construction work performed on the property, or delivery trucks engaged in the delivery of goods or merchandise to the subject property. All provisions of Chapter 14, Article 4 of this code pertaining to the transportation and storage of hazardous materials remain in full force and affect.
(f) Any person, firm, corporation, or other entity violating the provisions of this section shall be guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not more than $500.00 or by imprisonment of not more than six (6) months or by both a fine and imprisonment. Each day any violation hereof is found to exist or continues to exist shall be a separate offense and punishable as such hereunder. Citations for violation of the terms of this section may be issued to the operator of the truck or truck-tractor, the owner of the truck or truck-tractor, or the resident of the property upon which the truck or truck-tractor is located.

(a) The term jake brake as used herein means any device commonly known by that name or any similar device used to slow a motor vehicle by engine compression creating loud or excessive noises to be emitted through the vehicles exhaust system.
(b) It shall be unlawful for any person operating a motor vehicle within the limits of the City of Ellinwood, Kansas, to use a Jake Brake system installed in said motor vehicle.
(c) The provisions hereof shall be in addition to any other ordinances of the City of Ellinwood prohibiting disturbances of the peace or other public nuisances. This section shall not by implication or otherwise be construed as replacing or in conflict with any other ordinances of the City of Ellinwood.
(d) Any person convicted of a violation of this section will be deemed guilty of a Class C Misdemeanor and punished by a fine of not more than $100.00 or by imprisonment for not more than 30 days or by both such fine and imprisonment.
That the speed limit of the following described roadway located within the city limits of the City of Ellinwood, Kanas, shall be established as follows:
(a) 30 miles per hour on E Street (SE 10 Road) from the intersection with South Main Street, Ellinwood, Kansas, east to the intersection with South Schiller Avenue.
(b) 45 miles per hour on E Street (SE 10 Road) from the intersection with South Schiller Avenue east to the east city limit of the City of Ellinwood, Kansas.
